Biography

Russell is a life-long Royse City resident and is a graduate of RCHS.  He has served on the City Council from 1986-1989; 2008-2010 and was elected to Place 3 on May 6, 2025.  Russell served as the RCISD and City representative on Rockwall Central Appraisal District Board of Directors from 2012-2024.  Russell and his wife attend Fellowship Church-Royse City and he co-teaches a connect group. They have one son.
